Our office has Flash CS4. We'd like to create a virtual tour of a room using some photos we've stitched together. Is there a way to do this using just Flash or are other applications, plugins required?

If it can be done using just Flash, does anyone know of some tutorials that walk you through the process?

It can be done with either a 3d library such as away3d, or you can use a displacement map filter to add 'perspective' to the background. Either option takes a fair bit of coding, so I'd suggest just use the product at http://flashpanoramas.com/player/ as an easier alternative.
