If not "storyboards", how about "prototypes" that let the potential users move around the system, a concept from the early 80's. You'd have a fully-formed and partially functional system that you could sit real users in front us to get their reactions.

This doesn't really sound like anything new, just something forgotten, resurrected and given a new name. I'm not saying that it's a bad idea, just not a new one.
