Hosting Provider that Allows Bulk Email

Does anyone know reputable hosting firms that offer basic ($50/mo or less) hosting plans that also allow for small-scale bulk emailing? I would be sending to only a few thousand leads here and there, nothing heavy, and absolutely no spam. It would be all opt-in from my own leads.

Also, does anyone know of reliable and very reputable firms that sell truly opt-in leads? Let's say for the consumer widget industry, but they must be very, very reputable and truly opt-in. I don't want those POS 30 zillion leads for $5 CD-ROMS, if you know what I mean. I want true blue leads, and would be willing to pay for them.
