    DocType altering the page layout...

Heres what its supposed to look like, (with-out doctype added)

    http://andrewj.no-ip.com/beta/

heres the sample including the doctype

    http://andrewj.no-ip.com/beta/index_with_doctype.html

i've validated it (with the doctype)

    http://validator.w3.org/check?uri=ht...sp=1&verbose=1

    and validated the css

    http://jigsaw.w3.org/css-validator/v...1&profile=css2

i've just never seen such an adverse effect of adding a doctype in?

It's a well known problem (but admittedly not one I've suffered from myself):

Is it not possible that it's actually displaying correctly, but you (accidentally) developed your site (and the CSS) to work only in quirks mode, and so once the browsers are switched to the right mode, the site looks wrong?

hmmm, i'm not sure(even though pissed right now...) can you see anything wrong?

This is not the layout I propose, but it seems as though it should at least work...
