Sticky scrollbar in Chrome and Safari

I have an issue with a scrollbar that sticks in Safari and in IE. It works fine in Firefox though. The link is:

When the page loads, it pushes all of the content up and will not allow the div to scroll to the top of the page.

Does anyone know why this happens?

I fail to understand your question. Is this a web you're building and you're having this design problems? Or is it simply a web that you visit.

I'm asking to move it to the right forum. This particular forum is to inform of those things that go wrong in SPF, not in other websites
