    Check to see if users have popups allowed or not

    Nah they can still get around your ads, all you can really do is:

Mozilla doesn't disable popups that are a result of user action (i.e. clicking on a link).     Honestly though, I can't stand ads that pop up on me. When I surf with Moz I don't turn banner ads off, only pop-ups. Banner ads are not so distracting to me and I understand that most people pay the bills with some of that ad revenue; I'm respectful of that and keep the ads turned on.
