Bootstrap CMS

Has anyone found or created a bootstrap cms? Would love to either create my own or find something i can play with. Please let me know.

You probably need to clarify what you mean. Bootstrap is most commonly known as a a frontend framework (HTML, CSS etc.) which is quite different from a CMS. There are lots of CMSes out there already, and you can use Twitter's Bootstrap within a CMS ... but they are two different things.
