Any search engine will allow metasearch for free?

Are there any search engines or directories, besides DMOZ, that will allow metasearch programs to use them for free?
That means, without any agreement involving money.

Each search engine has a "Terms of Service" that you can review. This would have to be determined on a case by case basis. I know that Looksmart has an affiliate program and others may also.
