They both are CMS software. you can create blog and website on Wordpress and you can create website on Joomla too.

Just think wp is more popular and more appropriate for personal sites. I didn't try joomla, so not sure of that.
From years of experience, Wordpress is easy to use and customise and most importantly easy for clients to understand. Joomla is clunky as hell!
