Hi,
if you want to make a flash movie you have to download the Flash 4 30 day trial from http://www.macromedia.com/ . As far as I know it is the ownly program to make flash programs but I have heard from some people that there might be another one.

On the downside the program is like $300 to buy (Where I live anyway).

Adobe LiveMotion lets you create Flash movies as well.
