Most graphics programs can do that for you. If you talking about a web page to do it try http://www.mediabuilder.com or http://www.spinwave.com

PhotoShop 5.5 now has a Web Photo Gallery that will optimize & format your images into web pages - thumbnail to original image size - that you can customize via any HTML editor to your color & style scheme of your website.
File > Automate > Web Photo Gallery
There are many CGI scripts and other software to create photographic galleries and graphic editors to format your images for the web - PhotoShop being one of the best.
