You can file a "reconsideration request" to Google. Explain why you think the site has been penalised, and ask them to review it. You'll usually get a reply within two or three weeks.

    More information here.

However, before you do that, it's worth studying the Google Wemaster Guidelines. If you really have done something to get penalised, the chances are that the guidelines will tell you.

Your website might either drop down or completely be removed from SERP. When this happens, you can understand that your website is penalized.

I had worked on a website called <snip> , this site was penalized several times and I didn't understand why. Even I changed its content it was still receiving penalties by Google. Can any one give me some good reasons for it?

Your content is no longer unique, you have duplicated your content by submitting it (using as description in directories). May be you have been hit by panda.

If a site has been deliberately penalised by Google, then there will probably be a message in Webmaster Tools explaining what the problem is. In that case, you need to fix whatever it is and then submit a reconsideration request, as Mikl explained in post #2.

However, your site may have dropped in the rankings not because of an actual penalty, but simply because Google decided it wasn't good enough to rank highly. In that case, the only thing you can do about it is improve the overall quality of the site.

Please remember that all review requests, including SEO reviews, should be made through the Reviews & Critiques forum, in accordance with its guidelines.

You can request general advice and information in this forum, but not a review of a specific site, so please do not include your site URL for discussion.

When you are searching for keywords that are ranked well and all of sudden you see fall in ranking that indicates the website is penalized. Ensure to cross check webmaster tools to understand the problem.
