Not really, Microsoft keeps that price pretty flat. You might want to check out BizSpark though as that can get you a free MSDN subscription.

Non-profits get generous discounts. Anything education related gets a small discount. Anything else...like wwb_99 said, the price is pretty flat.
I did hear at one point that folks who reported previously unknown bugs in a microsoft product can get discounts, but I'm not sure if that one is/was a rumor or not.

Another great MS asset is WebsiteSpark, so depending on the scale and needs of your startup, you might also want to look at that. It has many of the free software packages that BizSpark does, but is more oriented towards satisfying a startup's web front. I am not sure what their support for MSDN is though.
