W3C has redesigned with CSS, looks pretty good too in my DOM level 0 browser. They also put up a pretty straightforward tutorial on how to acheive a 3 column layout in CSS.
There have been explanations of how to do 3-column fluid layouts in CSS for a while now. The most famous source of these (and other possible layouts as well) is http://www.glish.com/css/.
It's not even that their site is ugly. I don't find it ugly, just very plain. They use default sans-serif fonts and very neutral colors; it reminds me of my stepmother's living room.
