I think the most easy and simple way is using the popular post/news/event from popular website and tweet to your twitter. Follow people who has the same interests. Or you can follow the famous people, I'm sure they have a lot of followers. So you have a list of people who's using Twitter!

I do not think so if twitter fans help a lot. Some of them are not real, however, take the risk. Honestly, if you have bought those fans in fb, they can't really help you or unless they have liked your page because you have something helpful in there.

Another tip would be to follow the same folks within your industry follow on Facebook. Just look up their interests. Also, see if you can peep in on the admins or whoever posts on your competition's facebook pages and see where they share and/or post their stuff related to the company. Then follow them and also try some of their tactics. It over time you tend to pick up on what works due to the number of LIKES people get for certain posts--- of course all dependent on the field of interest.
Try to find relevant users who are very active and follow them. You'll get more once you are followed back.
Of course you have to have something of value to make them want to follow back in the first place... Or add anything once they do.

Following people does get followers. Truthfully speaking many are just following you because you followed them, but even some would be interested in what you have to say.
You can get real followers passively if you're famous in the real world, or a kind of numa numa kid. Another options is to have a build up website or service on-line with real followers. In either case we have to be pro-active and let people know of your existence.
You will need to create your own social media formula.
For instance:
- Follow a couple of relevant people per day.
- Create a Facebook page, then link your Twitter and Facebook
- Create your Pintrest Account
- Assuming you have a website, install a social media bar
- Write something compelling, you can see from Google Keyword Tool and Google Trends, what is happening, there are also many premium websites which can help. A recent one I found was called HitTail.
- Once you've written it, tweet it, pin the related image and Facebook it if needed.
