One of my clients is considering to enter into WordPress Theme development business. He is asking to find best theme designers .I have not dealt with any designers yet online . We have coder here , but no designer . So the client prefers to have a very good design so that the themes get sold. Do you have any recommendations ? Also what should be an ideal budget for a design.

That's impossible to answer, because—apart from anything else—rates vary greatly from region to region. It would be worth first investigating how much money can be made from a good theme, as that will help to determine how much it's worth paying a designer. I've heard people can make millions from this sort of thing, but I suspect most make peanuts from it.
