Actinic is dead and no longer supported, if I remember correctly. I work for a pretty big ISP and we used Actinic quite a bit a few years ago and I wouldn't go near the stuff now if you paid me to. Though for some people it may just be the right thing to use.
The one good thing about Actinic is that it had a desktop app that let users manage their stores. I think that idea was excellent but just wasn't done as well as it should have been.
