If you're talking about a freely accessed IRC channel, and not a channel to get mIRC warez, sure.

Connect to us.undernet.org with your IRC client and start there.

If you want free copies of mIRC..I can't help you

    I thought so

Check undernet's web page for instructions on how to get a channel registered: http://www.undernet.org

If you want to be able to use a web interface to access your chat (like the SitePoint Chat at http://www.sitepoint.com/forums/chat.php3), then I recommend the WebNet network.
In mIRC, choose WebNet from the list of networks in the Connect Options dialog. Or connect to irc.webmaster.com port 7000 or 6667.
Once you are there, you can register a channel immediately for free, type "/nickserv help" to find out about registering your nickname (you need to do that to register a channel), and "/chanserv help" to find out about registering a channel.
    Hope that helps!
