what is overly seo' ed?

Few days back Google has been announced that it will penalized overly seo' ed websites(means who are doing extra linking for their websites) , but i have never heard how many linking we need to do for a website in a month 100, 200, 300 or how many? Then what actually mean behind overly seo'ed websites. Google announce such updates only because he want to seo remain alive..or what you think?
