I looking for a simple CMS for orginize Freelancer web site. It will be best, that you are recomedded a extension for joomla or drupal.
I dont need a paymant and morefunctionl. But it will be a non-commerce.

You could post projects on wordpress and freelancers can comment with their bids, if simplicity is what you're looking for.

Maybe you can try to use wordpress and install some premium theme that support website rating...
