Tools are available that converts the PSD to wordpress theme but all the code generated are not necessary which is not well optimized for SEO. You need to customize free theme or can go for a paid theme. Many free themes are there that are easy to customize as par your requirement.

I think for this you need to have a basic idea of slicing, there are many tools which can help you to convert PSD to html version. Once you have the HTML version you can easily convert it to Wordpress theme.

As of my knowledge in this field so far i don't think that there is any good any effective software which can convert a psd to wordpress or any other platform. But there is one software Artisteer which is close to it which can create template to any platform in easy way. But if there is any such software you are looking will search and get back.

    Once more into the breach....

It is usually not an easy, or a pretty, task to slice a complex PSD into Web code by using a program. And your first worry is not "is it SEO friendly?" but "will it display properly in a browser -- any browser?" Having it conform to Wordpress specs adds yet another layer to the issue.

If you know enough to fix the "code spaghetti" which a program will generate for you with a PSD conversion, and you have the time, patience, and Xanex available to wade through it, then go for it. (Your code repair efforts will address 98% of the SEO issues, so you can backburner that area of concern.) If not, you might consider using the PSD as "inspiration" for a properly constructed code structure that functions under the Wordpress rubric.

    Off Topic:

I seem to be morphing into Deathshadow60...
