You really can't go wrong with either, though "All the best" is used less which makes it more special and personal in my mind. All the best!

Good luck for this thread because we cannot really fathom out the question and such luck usually goes before an event.

Both are synonymous with each other but I prefer "All the best" since it sounds more fancy.
