What your be the development cost of a personal wordpress [.com] blog?
If someone is creating/designing it for me using some free theme and plugin, how much I should pay him for designing it? It's a not-so-big site.

It's hard to say.... The software and theme are free but someone has to set up and configure it. I would suggest an agreed hourly rate, a loose estimate and have them track their time.
