Getting CSS & Java off of the page....

I'm trying to clean up my pages for the search engines:

I know this is a dumb question, but can someone remind me how to:

1. Have my CSS info called from off of the page?
2. Get my javascript cookies and clock code to do the same thing?

&lt;LINK rel="stylesheet" type="text/css" href="name.css"&gt;

That goes in the &lt;head&gt; tag. Change 'name' to the name of the CSS.
