    ModX Revolution -- takes a little work, but it's worth it, you can blog "your way". By the way, not completely free, you will need a domain and hosting.

    Word press and Blogger are two good places to start free blogging, also you can try out HUB Pages and Squidoo which are community based Web 2.0 sites.

    in the internet ,just search the "free blog sites" in Google search and you can find many blog sites where you simply sign up.

    Blogger has the advantage of being easy to get started with - even if you have absolutely no technical knowledge - and is completely free. It is also well supported, that is, there are many people who know it and who are willing to answer questions about it in forums, etc.

    Wordpress is another good choice, but I suspect that most non-technical people might find it a bit harder than blogger. Also, if Wordpress itself hosts the blog, then you are not allowed to put adverts on it, which might be an issue for some people.

    I would suggest you focus on Wordpress and Blogger to begin with, as they are by far the most popular.

    Blogger is by far the easiest to use. If you are looking for stunning themes, I would go with "woo blogger", not sure the domain name, it's not wooblogger.com. It's based on Wordpress platform with pro Woothemes free. I remember watching a video on it on YouTube, couple of days ago.
    Blogetery is also good. Stunning themes and based on Wordpress.

    Microsoft's live.com offer free blog platform. sites.google.com can also be used to build free websites.

    My understanding is that Drupal is a content-management system (CMS) rather than a blogging platform. You can no doubt use it to create a blog, but you would then have to arrange (and pay for) the hosting separately.

    In google just type instant approval list of blog sites, definitely you will get lots of blogging sites through it.
