I work for a company that is looking into developing two monthly newsletters. I would like to buy a list of e-mail addresses for users in this area and send out a bulk e-mail to invite people to subscribe to the newsletter. On this question I have two parts.
1) Where to obtain the list.
2) Would this be considered spamming?
I do not want to do anything that would be considered spamming. I have considered purchasing the list from an opt-in company to make sure of this. My major problem with this is the fact that I don't know where to buy the list from.
If I made this post in the wrong forum, then I apologise and will move it to the propper one.

If it smells like SPAM, looks like SPAM, and taste like SPAM, then it is probably SPAM! I wouldn't buy a list of opt-in email subscribers. Instead you can look at advertising a newsletter made up of opt-in subscribers. Try Tip World

PostMasterDirect.com is a very good way to go -- LOTS of major companies buy lists from them (in fact, PostMasterDirect.com is going public). You can expect response rates as high as 30% from PostMasterDirect.
