Hand coded and not very well to be honest. Table layout with some truly bad coding practices.
Whatever it is - dont use it as a good example of a template.

Youp, I know that is not very well done...
But I was thinking, if it was some template or smth like this, to download it and to make changes, to fix the problems and everything else...
anyway if is hard coded, never mind it... There are a lot of other options out there that can do the same thing and even better than this...

Yeah I'm hoping that's not a CMS and if it is not one that will be around long. Anyways, I would suggest maybe Drupal 7 (been hearing some good thigns about it) if you're looking for a good CMS
