That is a very good website. It took me a while to find anything that I could suggest to make it better. Here are a few very little improvments I think you should make:
1) On the music page there is a table with rounded corners on one side, these need the edges softing to make them smoother.
2) I think that the navigation at the top looks a bit out of place. I think maybee you should make the background a different color so it goes better withthe logo.

I’m working on hosting WebPages for my members so they can through up pictures of their installs. Just like tripod and xoom, but the URL would be ABC.caraudioclub.com.

Some of the pages have a separate table of contents then the one that appears on the top of every page; I made frames so they can skip from one page to another faster.

The look is for the most part the same. I used same font size and style, and tabled everything about evenly, but I used a different color for every section so the viewer sees something new every time they go from one section to another. I wanted to make the site feel a bit more worm and alive. I used 4 deferent colors (one for each section) so the user feel more excited when browsing around.

I like the site design... The only thing i noticed is that on a few pages, like the car audio directory for instance, the bars in the top frame go all the way to the end of my browser, and the bars inside the bottom frame dont go over as far. If i was designing the site i would have them go equally as far, although it doesnt look "wrong" or anything the way it is.
What I think is missing from your front page is what your club is about. The first thing that catches my eye is free email service, but not Car Audio!
And finally I think you should do some work on the top of your pages (unprofessional look). Move the logo up and have the navigation (home,mail,web directory etc) below and also put some graphic instead of text links.
Everything else seems quite good.
Site loaded quickly and the design is clean which is always a nice to have in any site..
Why aren't the music and the news sections framed like the rest of the site? I would suggest you change that so it's not only consistent, but so the user doesn't lose the top nav. bar.
Also, I like the color scheme used in the web directory section, whould suggest you carry that theme through to the other sections.
If I changed anything, it would be the top menu - it needs some pizzazz. In Netscape, it is especially bland.
The only other issue I have is that the pages don't share the same 'look and feel' as they could. I would alter the design a bit so that each page follows the same style. This would give your site a bit more cohesion.
Excellent. But if I were you I'd make the green and yellow sidebar colors more subtle. They stick out.
Also, at 30k it is definetely below the average page size but still a little on the big side for a page as simple (but I do love simplicity). Compress the HTML by removing spaces and tabs.
And, my last comment...do you really need the browser recommendations at the bottom of the page?

I like the concept of this site ALOT! Layout was well done on the opening page but upon arriving at the site I really didn't know what it was about. What I did see first was free email. I would have liked to have seen information about your site and what you had to offer me first or why I should sign up You should consider having a consistent theme throughout the site. Personally I don't think you need to advertise for IE and Netscape down at the bottom. If you are going to recommend something make it something related to your site content.
I toured your site, looks professional. Curious why you have different colors, ie, blue on first page, then a red on web directory, music yellow and the other pages different to. It seems not consistant, and maybe they aren't part of your site.
