I like the design bu think the position of the log looks slightly strange (Move it to the left a bit??) I think the rounded edges at the bottom of the navigation bar on the left look great and would like to see this theme extended so the login box is rounded.

Carl, you've got a fine site. The design is good and you've realized the meaning of white-space (which is almost nonexistant on the web). Few suggestions:
--Keep Colors Scheme To A Few Colors. I noticed that your site kinda has a color scheme (blue & yellow with headline text in maroon) but there is like 4 shades of blue in it, im not talking about the way the title pic fades out in blocks, thats cool. Theres the dark blue for the arrow on the Lerca logo, theres the baby blue on the top navigational pic, the dark blue on theleft navigation bar (may be the same as the arrow clue) and the darker blue on the sub-page title (welcome, about, etc...).
--Drop Shadows Kinda Used.
The drop shadows used on your logo, and title (and a few other things) is a bit old, well used too much on the web. I think if you could just get rid of them and go with the color block theme (like in the top blue banner) the site would be a bit more cleaner looking.
--Links Need Color. Not a big deal but the links are black (not the navigtion one on the left) and kinda hard to notice. Maybe you could just make them the standard blue or something. Not a big deal though.
this is a very targetted feedback and I am not saying anything about the design or "look".
My first thought is about the idea itself. Are you sure that everybody really gets the idea. I would like to see more deitailed text in the about section and an example site would be good.
You context is a noce feature, but why give it to "tell a friend". Your major problem now is to fill up the categories with participants. This type of site has a snowball effect, the more people sign up the more valuable it gets. The tricky thing is to get the first people to sign up, because at first they get very little in return. So to increase those return for the first signup, you could offer them the price.
Another thing is your meta tag and your keyword strategy. According to GoTo suggestions "link exchange" is about 10 times more popular than the nex keyword phrase "free link exchange". My advice is to focus on that particular phrase or related pharses. I am not saying that "promotion, search engines, higher rankings" are not good keywords, but your body text does not keep up with the top site in this category. You will probably never get good position for those keywords and according to GoTo they are not use together with "link exchange".
Is there any way you can put the message board into the same design as all the other pages.. looks like you are going to a completely different site and there is no way to get back unless you use the browsers' back button.
Also, would recommend putting links at the bottom of each page to the major sections of the site - reduces the need to scroll to the top of the page to navigate.
One other minor thing, I like your logo, and the banner adds, but on some pages the logo and banner are centered, on others they are right justified, I would keep them consistent on each page...
