As a part of my assignment I need to build a site similar to www.ratekhoj.com .

I am sorry if it sounds a like a noob question but simply how do I go about it ?

Do I need PHP/MySQL to build a data driven website or can I use Dreamweaver ?

Which will be the best option ? Can anyone suggest any book which can explain it.

I recommend you visit the site you mentioned here, and use VIEW SOURCE.
From there you can study, learn, practice, experiment with a text editor and a browser (in whatever Operating System you wish).

I know the site is not something great , but I need to know how to build a data driven website like that .If I read up PHY/MySQL bible or Kevin Yanks book , will that sufffice ?

Can I build one using Dreamweaver CS5.5
