You may want to learn some PHP before asking how to create a stats collection site.......
They gather info from a few sources like Alexa etc.

First go and learn about HTML, CSS, graphics design, PHP, MySQL and data mining. There are excellent books and tutorials online about all these techniques. This should only take you a few short years, not even a decade. Once you've done that, you'll have all the knowledge you need.
