Sites linking to me, should I reciprocate for better PR

I wanted to know if for PR improvement, sites and directories that link to me, should I link to them as well to get a higher score. I've got good positioning under a lot of favorable terms in my category; however, my PR is still at a 3, so I've been trying to get my site into some specialized SE's, directories, and other related sites.

And thanks for everyone whose been receptive and informative to my questions

Outgoing links will not help you.

for google, reciprocal links are votes. if you link a site, you are voting for it - you wont get anything for doing that - they need to vote for you in order for your site to get higher ranking.

I think the question should be: Do Outbound links hurt your PageRank?

Yes, indirectly, by taking away weight that could be going to your internal links.

i presonally dont see any harm in it - id link to them if they are of benefit to your customers

i used to run a shopping directory and a lot of the visits came from searches where they were looking for another site

so because i linked to gap i got at least 100 visitors a month from people looking for gap

You would get an equal response from having the text "Gap on your page" Additionally you could make the link a form button so you wouldn't be losing any PR.
