how to make fixed header and footer

how to make footer and header as fixed in the mobile devices ? using css or css js. i have tried this iPhone Fixed Positioning Proof of Concept

but in android i couldnt make footer and header as fixed . any one give solution

using iscroll is well worked on iphone . but android is working for position:fixed not work on iscroll
