    That's for the Google webmaster tools. Sign up with that service and they give you that code.

    This indicates that the document is ready to be viewed (i.e. is finished).

    Stops the IE image toolbar appearing when images are hovered over. Not really necessary, and out of date.

    The most important (in my view) are ones like

    <meta content="All about this page" name="description">
    <meta content="key, words, here" name="keywords">
    I don't know if the keywords one is much use any more (I don't think Google takes much notice of it).

    Much more important is your page title, meta description, and of course page content.

    I would leave up your Google verification meta tag, because Google checks for it periodically and if it is no longer there then you will receive a site not verified error in Google Webmaster Central even if you previously verified it.

    You should find the verification code in your Google Webmaster Central account. When you log into your Google Webmaster Central account, if it does not say your site is not verified then the verification code you currently have in place on your site should be correct.

    Does it say in Google Webmaster Central that your account is not verified? If it does not say your 'account is not verified' then you do not need to change anything.

    If your account is verified then you do not need to change the verify meta tag on your site. If your site is getting a 403 error that is a different issue.

    The 403 error is saying your site is forbidden for some reason. You might want to check with your hosting company to determine what is causing this http response.

    A site’s Meta tags may not be as important as it used to be before, however I feel that Meta Description is something you can’t just ignore. A site’s Meta description should contain a brief description of your website focusing on the areas and services that your business is specialized in.

    Is that 'date detected' the last time your site was crawled? It is hard to say when they will crawl your site again. There is no way to know for sure when they will be back.

    These are custom meta tags...
    If developed properly they can play a vital role in improving your SERP rankings.
    But you must concentrate on meta tags like,
    - Description meta tags
    - Title meta tags

    Where as keyword meta tags are not important for Google but other search engines consider them.
