They are just using HTML and CSS. That's a pretty standard dropdown. Here's an example of how to do a drop menu:

That's called a "mega menu", and is pretty simple to do. You can actually look at how site are build by looking 'under the hood', so to speak—with tools like Firebug for Firefox. I recommend you download it.
