Why is it that this shows in the address bar when clicking the links at the top of the UBB?
Shouldn't it read BypassCookie=false if you have cookies enabled and have your prefs set to only show topics from say, the last 5 days, that it would need to use the cookie?

This line is meant to tell the server not to do the same thing as when you enter the forums: compare the date and time with the last time you were on the forums and 'calculate' which messages are new.
If this line wasn't showed, you wouldn't see which messages are new after you have entered one forum and returned to the forum overview.
Just my thoughts about it. I promise that I won't get angry if someone corrects me
