Try several features of NetBeans, like coding time typing hints.
And the best of all, remind of the @todo lines within the multi-lined comments.

PHPEdit is also a good replacement.
But dreamweaver gives good design mode.

Tried nvu, small, no installer, ...
Interface looks like a variant of eclipse, which is probably not.
