earning your trust

Most of you guys here pretty much have your own community.. What i would like to know is when/how can trust someone and appoint them to admin or moderator? Hope this question make sense..

My feeling is that the level of trust you have for them most be overwhelming in order or else they aren't worthy. In other words, the answer should be clear or you should reconsider. If a member is active, mature, and knowledgeable, he should stand out to you and making him a moderator would seem like the best and only solution.
