redirect to different url instead of can't connect message

Does anyone know how to send a browser to a different url if the connection to the data does not connect?
So instead of getting a message on an empty browser page "can not connect"
send the browser to a page with info for the surfer to view so they know how to continue .

the problem is that evidently the mysql server is down or php is. If I issue a phpinfo I get a blank screen. My thinking is that rather than switch hosting services I'd add another This server would take over if the first failed. What doy think?
