FLASH 4 Mouse overs & user interfaces.

Hi,

Just wondering since I'm fairley new to flash can anyone tell me or point me to a tutorial for creating mouseovers effects and user interfaces in flash, I have found the options but they dont really work, were do I put/add the mouseover effect??new layer, over original??

Just out of curiousity: how much does a Flash-creation program cost? Please forgive me if my question is odd...I have no experience with Flash.

I believe macromedia's flash is about 299 and golive from adobe costs the same. However if you are a registered owner of DW or FP then you can get it for 149. Go figure.
