I tried Google Adwords Select with just moderate success.. so I'm considering to get our website listed on yahoo, do you think its worth the US$ 299 per year?
Remember that this is not a guaranteed listing. If you think you have good chances to be listed - yes. However if there are 1000's sites like the one you want to submit, it may be a full loss.
Yahoo's got too big for it's own good. I can't remember the last time I used Yahoo to search for anything. It's just a big complex field, filled with a lot of rubbish. Trying to find what you're after with Yahoo is like look for a single piece of hay in a big pile of needles
So in short, no, I don't think Yahoo is worth paying for.

It really depends on what kind of sites. I used to have a site which was the only one for several keywords and it brought me 30%+ of my traffic. It can be big! And no, not all paid listings are accepted, from what I heard they've refused to include SitePoint in their directory (someone said this a while ago, maybe now it's included).

Sitepoint.com is listed in Yahoo although the categorisation seems weird (IMHO)
eCommerceBase.com, PromotionBase.com, SitePointForums.com have not been included. Were these sites submitted? Did Yahoo actually reject them?

They rejected the various "base" sites... You can find comments on it in an old issue of the tribune.
