There's no "right" way to make good banners. A good place to look would be the Animation Shop at: http://www.animation.com/server/bannershop/

Banners have to be quite small if your visitors are going to wait for them to load, so resist the urge to throw in fancy details and an overabundance of colors.

The best software I can recommend is Adobe Photoshop or JASC Paint Shop Pro.

    I hope this helps

But what about flash banners, do they work, I mean since not everyone has the flash plugin, not everyone will see it altough they're one the site with the banner.

Most browsers have a slightly outdated Flash player built in with them. (Netscape and IE 4+ that I know of). Apart from that, I'm not sure how many people would see the flash banner if they're using older browsers.

    I hope this helps,
    Sparkie

Having some experience with Flash banners I think that they work much better that animated GIFs, but as not everybody have the Flash plugin installed not everybody can see them.
Most of the sites that have the ability to serve Flash banners (including SitePoint) require that the advertisers have a backup banner (animated GIF) as they can detect if there is an old browser and does not have the Flash plugin, and then simply, they show the backup banner.
    I hope this helped you.
    Emir.
