Forum like comments...does an open source exist or need I hire some one?

Okay so I'm working on this website and need some help. I'm great with HTML, CSS, flash, some java. PHP...not a f'ing clue. I'm wondering if there is any opensource for what I'm about to describe, if there's a way to modify an open source forum such as phpbb to it, or if I'll have to hire somebody.

    So here's what I want:
A comment board where there is only one section to post in. Users can make a topic with just text or pic, then others can reply. Thing is it's all anonymous, no registration needed, and no necessities of a common forum such as a usercp, smilies, fancy formatting, etc.

The best thing I can describe this to from what I can remember is like that site that got shut down, juicycampus. It would be laid out like that but where the first post could also include a picture. It is certainly not going to have content as stupid as juicycampus.

One more thing, similar to the way juicycampus had a different board for each college it will have a few different sections. It'd be nice if there was a way to have the most recent posts appear on a separate page, that shows the newest posts from all areas.

I feel like there is an open source forum somewhere that I could just disable all the regular features of a forum to just make it completely open. Correct me if I'm wrong because I'd rather not go through hours of editing to take off all the un-needed content lol

Ooer a receipe for disaster - no login - spam spam spam a spammers paradise.

You can use wordpress to moderate comments so perhaps that might be better?

No, it'll have a few thousand viagra and porn spam messages posted a day instead.

    This is a bad idea...

Not if I use a random image generator like reCAPTCHA.
Aside from that, it's an issue I'll take on if it occurs. Last I checked I didn't ask about what you thought of my idea. If anyone has any suggestions on how about going at this the best way possible, let me know. Thanks.
