Depends on what you can get elsewhere. $0.53 is a low CPM for a targeted ad, but can be a decent CPM for a generic content site or network. In this space good & bad are very relative... highly niche or well known sites can have CPMs over $20, but small sites and wide audiences may have less than you're getting.

My ECPM is 0,55$ or less.. i think is a loc CPM ..
yes for sure 1 euro ecpm is low. and 0.5% ctr is very low.
By improving your ad placement you'll increase your ctr which will also increase your ecpm, that's the idea.
Do you really need traffic? Where to? What for?
If you really do need traffic then stop messing around!
