    How did they do this? http://www.shadow-network.net/iwd2/
    I'm not sure if this is done with CSS or Javascript either.

    I checked it's css. theme1.css ...nothing in that one.

    style1.css ...i get a 404 error.

    check the page's source [right click > view source]

    in the <body> section, there is a script like this

    <script language="JavaScript1.2">
    function scrollBar(face,name,light,shade,arrow,theme)
    ...
    ...
    ...

    might be that one.
