BYO Database driven websites, localhost says "It Works!"?

Hi I've just brought "Build Your Own Database Driven Websites" and when I get to the part where I write

http://localhost

I don't get the Apache welcome screen I just get "It Works".

Assuming that it does, work... I do the part where you do this in the terminal

sudo /usr/sbin/apachect1 restart

and get

"command not found"

damn i hope the rest of the book works..

This seems to be a OS X 10.6 error from searching on the web. Real frustrating I can't do anything till its fixed. This **** is completely foreign to me.

Can someone please help
