There is a limit with on-page SEO. For example, you can optimize your Title, but then
you can not optimize it more and more. The same is true with the rest of your
homepage and all inner pages.

To rank better, you'll need more incoming links.

What you have stated is a logical fallacy - I suggest you read this, followed by this

Just a couple of other things you can do with your on-page SEO, but I do agree with you, if you want to rank higher, you do need more incoming links, you are limited with optimizing your on-page SEO, once you've optimized it, it all comes down to your off-page SEO (Backlinks etc)
