Metacreations Headline studio has pretty good animation gears. It is similar to some low grade film studio but for gifs.

Another alternative maybe to use JavaScript. Create in Array() that will cycle through a set of images. This will make it easier if you need to change just one of the images in the future.

psp is good, especially since its free.
Fireworks is an excellent program for web graphics and stuff.
But if its a great piece of software you are looking for and willing to pay for to do just this, go for Ulead Gif animator - its the best out there for this work. 4.5 is the latest version I think.
Anyway, check out the trial version. You can get it from www.ulead.com

If you are cheap (dont worry, most of us are!) you should try this:
ULEAD Gif Animator. you produce all the graphics for the animation and the Ulead Wizard will do the rest.
I have done this banner with it.
