Making money without Ads, Service ect. (is this possible)

is it possible to have games on your site as simple as hangman and charge the users a small fee for playing the same game and having the winner (only one person) win all the money, kind of like winner take all, using paypal?

Of course it's possible. Whether this idea is destined for success is a different question, though.

Paypal might consider that gambling and thus shut you down if you use their service to do this.

There are plenty of sites out there that use this revenue model though, they claim that as the games are games of skill that they are not gambling, but it's a legal grey area.

It could be a good idea, though I doubt you'll have many "players".

Sorry I don't use those services but I have seen them discussed many times over the last few years.
