Angry Breaking tables in Netscape 4.7 Mac

I am having trouble with nested tables breaking apart in older Netscape browsers. What am I doing wrong? What code rule am I breaking (pardon the pun)? Extra phantom table spaces seem to be inserted. Here is the url to my homepage.

looks broken up in IE 5.5, Netscape 4.72, Opera 5, Opera 6 on Win2000 as well. Only NS 6 and Mozilla 1 display it properly.
i suggest that you make the borders around the whole thing "stretchy" by not having them as fixed size images, but tileable small slices which you place in the background of the TD, and then a space that's 1 or 2 pixels wide/high to ensure the spacing. this way, if the central table varies slightly in size (which is what's happening in all the above browsers), it will still look ok.
    hope this initial tip helps

    Got most of it

I don't quite understand the space that's 1-2 pixels wide/high that you are describing. Is this at the corners?
